The bug has been opened on https://bugs.launchpad.net/bugs/398826

Using gdk 2.17 the alt-f1,f2 shortcuts are broken when there is a gnome-panel bug set to use transparency, using gdk 2.16 with gtk 2.17 that works the issue seems to be a csw one
