Using GNOME 2.27.90, try changing the number of pages by side and click preview, it will always display one page by side, if you print the setting is respect correctly though

what gtk+ version? if >= 2.17.1 I'd say it's a gtk+ issue.

right it's using gtk 2.17.10 on karmic
