Presentation of the title attribute in Web content should be a user-configurable option

HTML elements can have a title attribute in addition to (or instead of) alternative text (for images), and labels (for names). Links often have title attributes as well. The reason most content creators use the title attribute is because its contents appear as the tooltip when the user hovers the mouse over the associated object. Gecko exposes the title attribute as the name of the object. As a result, sometimes we present the title automatically. Other times, we attempt to find something more useful first (like the functional label of a form field). We should leave it up to the users to decide what information they wish to hsve presented for a given object.
