I would like to suggest to integrate Tor into Networkmanager, may be as a VPN. It is not the same as a VPN, but very similar and an integration would make it easier to configure and to use for people.

bugzilla.gnome.org is being shut down in favor of a GitLab instance. 
We are closing all old bug reports and feature requests in GNOME Bugzilla which have not seen updates for a long time.
