Currently, there's a part of the workspace that is obscured by the
panel most of the time. Since the panel is not transparent, this 
should be changed so that the workspaces have height

  screen_height - panel_height

and start at position (0, panel_height). This is more logical and
makes the transition to the Overview look better, like in the mockup
by Jeremy and Jon:

The overview layout changed various times since this bug was opened, and I believe this is no more relevant (for once, the background is not moved when going in the overview now).
