Can't successfully complete AQBanking setup

+++ This bug was initially created as a clone of Bug #524193 +++ Running Windows XP. When setting up online banking: -I click Tools|Online Banking Setup -I get the initial online banking setup "druid" screen. -I click "Forward" -I get a screen that says "The setup of your online banking connection...AqBanking Setup Wizard...press button below..." -I press it, get error message: "The external program "AqBanking Setup Wizard" has not been found. The AqBanking package should include the program "qt3-wizard". Please check your installation to be sure this program is present... So that's a problem. -I now open a command line window, navigate to Program Files\GnuCash\bin, and run qt3-wizard.exe from the command line. -I get a configuration window with tabs "Intro", "Users", "Accounts" and "Backends" -As soon as I try to set up a user or account, the dropdown for selecting a backend has nothing in it. It looks like somewhere it's supposed to get a list of backends, but it never does.
Renaming the folder C:\Program Files\gnucash\lib\aqbanking\plugins/20 to C:\Program Files\gnucash\lib\aqbanking\plugins\16 fixed the problem.
