1. From the login screen, select a username
2. Click on the Language selector in the panel, and select "Other" so the pop-up
   dialog appears
3. Close the dialog by hitting "Cancel"

Now notice that you can't type anything for about 20 seconds.  You can hit the
"Login" or "Cancel" buttons to restart the login process which gets you the ability to type more quickly.

The keyboard layout dialog has the same issue
