Please describe the problem:
Hi,

Currently when starting an application from the application "favourites" in the menu overlay mode, the application appears above the tiled workspaces rather than appearing inside the highlighted workspace.  This also happens when you try to drag the application launcher to one of the workspaces, when you click to go into the workspace the application appears with the others and then behaves normally.  When launching an app from the "more" list in overlay mode it zooms in to the workspace and starts it normally, dragging the app to the workspace reproduces the problem

When launching from the side bar, apps appear normally 

Steps to reproduce:
1. click on Activities
2. click on an application that is in the first part of the panel or drag a short cut from the more menu to create on 
3. then try dragging app launcher to a workspace 


Actual results:
Application window appears on top of tiled workspaces

Expected results:
Application window should appear in one of the tiled workspaces

Does this happen every time?
Yes
