Gnome-Panel becomes unresponsive.

I *think* the issue is caused by having too many windows open when you have a window-list on a vertical panel... although I don't know how to confirm this.

This is not a duplicate; this is about the panel crashing rather than the aesthetics of the vertical window list...

Going on the very sparse amount of vague information you provided, this is a bug which occurs when you open lots of windows with a vertical window list. Bug #86382 is _the_ bug about vertical window lists, since they're fairly majorly broken. For example, bug #590695 (which is a dupe of #86382) might strike you as more familiar?
