To activate Mirror mode, I first need to select the secondary display and select the 'on' radio button, after that I can select the Mirror screens check box and press apply.

What should instead happen is that when you select the Mirror screens option and press apply that GDM should automatically switch the secondary display on.
Especially since selecting the Mirror screens option makes the preferences for the secondary display unavailable, so you cannot switch the display on until you disable mirror mode again.
