NTP setup is not easy, and doesn't check whether NTP is working

Please describe the problem: The gnome clock has a very helpful menu to enable sysnchronisation with an internet time server via NTP. Unfortunately, this is not very well explained. On a default install of Ubuntu Karmic, ntpd is not installed anyway. The panel applet doesn't know this, and doesn't check. Ideally, it should check whether ntpd is installed and running (if not, either give a message, or prompt for password to apt-get), and then test whether ntp is working correctly (sudo ntpq -p). May be worth adding to the original bug that you can test whether ntp is currently enabled by doing ntpq -p. Otherwise, the GUI gives misleading information.
