Should display a error message when failing to establish an A/V call

Please describe the problem: When Empathy fail to make a a/v call it doesn't display any error so the user don't know what happened. Instead it should display a message explaining the error (and list the missing codec if that was the error) Steps to reproduce: Actual results: Expected results: Does this happen every time?
