It is difficult to gauge at what value you are setting a keyframe when dragging it. As such, it would be nice to have a simple tooltip near the mouse cursor to preview the value, allowing for a bit more precision rather than just "visual guesswork based on the height of the clip widget".

Besides it would help new users to understand that the line is there to increase/decrease the volume since the tooltip would display either positive or negative numbers (-10%  0  +10%  etc.)

i think that #589814 is about displaying either persistent tooltip or while hovering the mouse on Keyframes 
This one is about showing the tooltip while dragging a keyframe

It depends on if you decide to show tooltips at all times in bug #589814 or if they are to be shown only when hovering. But then I guess that hovering == dragging anyway, so let's dupe it.
