We want to have something more interesting on the initial login than
the desktop.  So start in the overlay.

This also avoids the problem of the initial load of files.

Rework some of the overview and workspaces internals to allow short-circuiting
the animation on entry.  On shell startup, enter the overview.

To avoid possible flickering due to how we clean the workspaces in an idle
handler, add a black cover screen until that initialization is complete, and
do a quick animation.

Yes.  I don't think this patch is really interesting or right on its own; we can probably close it, if I need the code later I'll probably be able to find it.
