Start in the activities overview

We want to have something more interesting on the initial login than the desktop. So start in the overlay. This also avoids the problem of the initial load of files.

On shell startup, enter the overview. To avoid possible flickering due to how we clean the workspaces in an idle handler, add a black cover screen until that initialization is complete, and do a quick animation.
