IMAP accounts default to putting Drafts and Sent in "On This Computer".  To make IMAP more useful, IMAP accounts should put Drafts and Sent on the IMAP server by default.  This would improve interoperability with other IMAP clients, by allowing all clients to use the same shared Drafts and Sent folders, and not storing any mails locally on one machine or one client.

Bug 553927 mentioned this as a secondary issue, but as a separate issue it needs its own bug.

(Not sure if I got the component right; "shell", or "mailer", or...?  Where does account creation live?)
