When the decimal symbol is set to a comma in the regional
settings instead of a period, a spinbutton indeed displays
a comma, but the value cannot be parsed as a number anymore.

Cannot reproduce either in HEAD or gtk-1-3-win32-production branch 
(using testgtk).

This has been NEEDINFO'd for a year now.  Manuel, if you are still
experiencing this bug, can you please reopen this bug or file another
and reference this one.  If you do so, please include more information
about your system and the version of gtk you are using.

Thanks, I'm a slow upgrader, will test it again when the Win32
port of 2.2 arrives.
