I think the bubbles tab and the sounds tab really do handle the same issue: notifications.

Thus, it would save space and make sense to merge both tabs. I have made a quick mockup of how it could be done.

I feel this is a good suggestion. It will be great to have sound and bubble notification both. 

Presently though I am only getting the bubble notification for a new IM message. But I am getting no sound for the notification. I hope this gets solved.

I wish we get bubble notification for an Empathy event like user logs in/ logs out / went idle etc.

I agree, I had something like that in mind too.
But I think the first column should be the event.
