In Australia invoices need to be titled "TAX INVOICE".

At the moment both Standard and Fancy Invoices have the title Invoice. We need to change it to TAX INVOICE. There are many other formatting things that it would be great to be able to change. Could GnuCash add a forms editor for creating new layouts?
I found someone who had submitted versions of fancy-invoice.scm and a few other files that changed the tax text to "Tax Invoice". It requires learning a lot about scheme to implement (based on the most recent fancy-invoice.scm etc) and so is less than ideal. Also each time I upgrade GnuCash I'll have to re-implement which is a time-consuming pain.

I've prepared a new invoice by editing an existing one which would provide an Australian tax invoice. It may not be absolutely correct yet. It needs to work with the stylesheet "Footer" and doesn't yet It needs a properly generated GUID to stop it interfering with its parent "taxinvoice.scm" and it needs a line in business-reports.scm to put it in the menu correctly.
This may have duplicated work in bug 670008. If the work their satisfies this bug's requirements, then this bug can be closed.
