With the new AMR plugins in 584890 this plugin is no longer needed. Part of the AMR plugins in 584890 is based on this plugin.

Also the amrparsing functionality is provided my amrparse in -bad and thats totaly LGPL (so it could be moved to good eventualy). I would suggest to keep the coded sepaarte from the parser, as vendors will want to reuse the parse, but most probably have own codecs.
