Please describe the problem:
Time-admin's hour spin button doesn't goes past 13h and makes setting the hours impossible.

Steps to reproduce:
1. open time-admin
2. try to adjust the hour past 13h
3. 


Actual results:
The hour box gets stuck at 13

Expected results:
To get past 13 and go all the way up to 23

Does this happen every time?
Yes

Other information:
Garnacho pointed out a fix for this, which I've included on the patch attached. It works just fine now :)
