Open Budget seems to create a new budget

Please describe the problem: I created a budget. I can view the budget report for the budget. When I click File->Open->Open Budget and new budget is displayed. I do not see a way to open an existing budget. Steps to reproduce: 1. Create Budget 2. Select File->Open->Open Budget 3. Actual results: New budget is dislayed. Expected results: Most recent budget displayed, or a list of created budgets to choose from. Does this happen every time? yes Other information:
What tells you that it is a new budget? What I've seen is that if there is 1 budget, it is opened, and if there is more than 1 budget, a list is presented.
"What tells you that it is a new budget?" - When the budget is opened it is blank. The Budget report however, displays my budget. Since I posted this bug, I created a new budget. It replaced the one I had before.
Well, after creating 3 budgets, I finally got the popup list of budgets. I did not see this until after I created 3 budgets and then clicked Open Budget.
This can be closed. In the trunk build 2.4.99 r20741, the Open Budget menu item is now under Actions->Budget->Open Budget. The budget list was displayed after creating two budgets and then selecting the Open Budget option (with all existing budgets closed). Thanks, -Tim
