It's hard to figure out why the Edit/Delete bookmarks menu items are disabled when the sidebar isn't visible.

Either you should have an "Edit bookmarks..." menu entry with a separate window, or you could simply have edit/delete bookmarks button in the sidebar (rather than in the menus).

I implemented your second suggestion, by creating a mini-toolbar in the side panel.

Now it is not working (2013)
I have debian 7 and vinagre 3.4.2.
Side panel is not visible.
Probably because of the patch:
