Clicking on a font (.ttf) file doesn't let you install it

At the moment, if you download a new font to the desktop, then click the icon, you are only offered the chance to *view* the font, but not to install it. 1. For files of type .ttf, there should be a right-click context menu for "install this font". 2. If you left-click the .ttf icon, then you get Font Viewer. Font Viewer should have a button marked "Install this font". 3. Both of these options should do the relevant fontconfig magic to make the font available to applications immediately, and save the user having to logout and back in. 4. Optionally, step (2) might prompt the user for the root password if they wish to install the font system-wide. Other information: I know, as an experienced Linux user, that all I have to do is create ~/.fonts, and move the font in there (and then logout/in), but most users do not. Both MacOS and Windows let you click a font's icon and install it.
