I imagine all people doesn't know that the underlined character usually means a keyboard shortcut with <ctrl>.
So, shouldn't there be a annotation in the capplet "mouse", tab "touchpad", that tell "to re-activate the touchpad, hit <clrl>t", in the case someone using his laptop disabled the touchpad "to know what this mean"?

It's not very usefull for most people, but isn't very difficult to do.

This may no longer be necessary as the latest changes in 2.27 appear to have removed the ability to disable touchpads at all.

Actually, we should make sure that the touchpad cannot be disabled if no mice are present. Will add that to bug 337367.
