Please describe the problem:
I'm not sure if the Focusable state should appear on normal Menu elements of applications (the first level of them: File, Edit, View, Help...) because you may think that they are Focusable if they have an accesskey and you press it (with Alt+accessKey).

However, I'm sure that, after opening a first-level menu, their children should be Focusable because you can use the normal keyboard arrow keys to reach them

Steps to reproduce:
1. Open gedit.
2. Open accerciser, and go to the "Select All" menuitem, open the Accessible interface to see its states.
3. Click on the Edit menu of gedit.


Actual results:
Nothing.

Expected results:
"Select All" element should now have the "Focusable" state.

Does this happen every time?
Yes.

We're moving to gitlab! As part of this move, we are moving bugs to NEEDINFO if they haven't seen activity in more than a year. If this issue is still important to you and still relevant with GTK+ 3.22 or master, please reopen it and we will migrate it to gitlab.
