Request two buttons on Orca Preferences Key Bindings panel.

1) Revert Settings / Forget Changes  

  If the user has made some mistakes in this session, clicking this button will revert them.

2) Restore Defaults 
   Perhaps removes all users modified keys bindings.

Pressing the "Cancel" button on the preferences dialog should do this.

This is a possibility.  The "brute force" method for doing this is to rm -rf ~/.orca, but that wipes out all settings.  I'd definitely be happy to review a patch that provides a "Restore Defaults" behavior for the keybindings page, though.
