Please describe the problem:
Hi,
I use to position both task bar and menu bar at the window's top. After closing / opening session, the order of this these 2 bars is unpredictable: sometime menu bar is above task bar and sometime not.

Steps to reproduce:
1. Move task bar just below menu bar
2. Close session / open session
3. 


Actual results:
Sometime task bar is shown above menu bar

Expected results:


Does this happen every time?
No

Other information:
This porblem has been here for several Gnome versions
