If you close the filter bar by clicking on the "X", there is no way to re-enable it (except using gconf-editor).

This should probably be a preference, like "show thumbnails", "show filenames", "show filter bar".

In 2.10.11 there is ctl-shft-f, and in the menu: view -> show/hide -> filter.

Has that disappeared from trunk?
