When entering text in RTL mode the ctrl-left and ctrl-right keys move the opposite direction.

To reproduce:
1. Open any program that uses a GtkTextView (e.g GEdit).
2. Set keyboard layout to an RTL language (e.g. Farsi, Hebrew)
3. Type some words - they will be entered right-to-left
4. Move the cursor to one of the middle words - pressing ctrl-left will move the cursor to the right.

Expected behaviour:
Pressing left will always move the cursor to the left hand side of the screen.

Tested with GTK+ 2.16.1
