Flash locking modifier key state in braille

From http://mail.gnome.org/archives/orca-list/2009-March/msg00296.html: "you should have some sort of "message state" that only appears on the braille display for a configurable amount of time (e.g. 5 seconds). So, for example, pressing caps lock would yield, "msg caps on" or something similar." From http://mail.gnome.org/archives/orca-list/2009-March/msg00294.html: "I think displays usually have a key to bring up the last flash message that was displayed in case you missed it."
