Please describe the problem:
warning: passing argument 2 of ‘gst_tag_list_foreach’ from incompatible pointer type

'GstTagList* list' should be 'const GstTagList* list'.

Steps to reproduce:
1. Compile the attached testcase.vala

Other information:
I'll try to write a patch, if someone can hint me to a documentation of the metadata file syntax.
