...At least that's what I'm guessing, since no amount of changes to various settings in the theora or h.264 codec properties dialogs seem to apply; no matter how high I set the quality or bitrate, I still have terrible compression quality.

I see this too, although the compression I get is good. When using the x264 video codec, the default is 2048, and that's what it always encodes as. I try setting it to some other value (e.g., 500), and it will accept it, but the rendered video is still 2048 regardless of the configuration.
