Change to g_timeout_add_seconds to allow application wakeups to be bunched to help save power -

This is not as this patch covers a few more cases in the plugins.

gaim_timeout_add_seconds() being added was mentioned in the changelog for 2.1.0 ; I'm not sure what the requirement for building the Gaim plugin currently is.
