Please describe the problem:
the label of CUP usage, Memory and Network History in Resource tab can't be accessed by at-tools

Steps to reproduce:
1. launch orca
2. launch gnome-system-monitor, switch to "Resource" tab
3. try making orca to read the page


Actual results:
Orca can't read the page 

Expected results:
the Cpu usage and others should be read out by orca

Does this happen every time?
yes

Other information:
examine with accerciser, this page contains widgets can't be accessed, except for a few labels.
