If you could (similar to the bookmarks toolbar of Firefox) make a pop down menu on the right of the panel that would have the missing applets, that would be nice.  

Other information:
The reason this is important is you can change your screen size smaller and make the System->Preferences->Display unavailable to change back, or perhaps the Shutdown option isn't even available.  Not everyone knows how to get a terminal and how to dig themselves out of a situation caused by a menu getting covered up.

I can confirm this to say the least... The first time I tried to install linux this was as far as I got I think. Good enhancement for absolute beginners and the rest of us too I think.
