Allow configuring Theora pipeline for recorder

It would make sense to allow configuring (via environment variable or gnome-shell command line parameter, maybe as a config setting if we had configuration) - The pipeline used to record movies - there's a ShellRecorder property for this. - The framerate - there's no property for this, but it would be easy to add one
I would definitely need to also be able to specify the encoding quality. I am considering using the gnome-shell as a replacement for recordmydesktop (because it generates "broken" theora files that misbehave with pitivi). For example, I would like to be able to record at maximum quality ("100%") and a framerate of 30 fps. The screencasts would then be editable in PiTiVi without sacrificing too much quality when you re-render. Should I file a separate bug about the encoder quality setting, or should I just piggyback on this bug?
