Please describe the problem:
When we move mouse over any task and keep it there, tooltip keeps blinking 2-3 times every few seconds.

Steps to reproduce:
1. Open tasks.
2. Move mouse over to one of the tasks.
3. Don't move mouse.


Actual results:
Tooltip keeps blinking 2-3 times every few seconds.

Expected results:
Tooltip should stay visible if mouse is not moved(should move instead of blinking if moved)

Does this happen every time?
Yes

Click send/receive mail and check again. I think this happens when it checks for mails.

Reproducible on 2.28.x and 2.30.x as well. A good one to fix for GNOME3.

I can't reproduce in 2.30.2 so closing.
