If your saved language in .gdm/gnome isn't available on the current system,
GDM should force the language to the default language and ask the user if
they want to change the default, similar to what happens if you pick a
session not on the machine

Note the file in question is $HOME/.dmrc now.  Any changes to how this file
works need to be coordinated with the KDM maintainer.

Ignore that previous quote.  This recommendation doesn't require changing the
format of the $HOME/.dmrc file - it just is suggestion how the default should
work if the user's default language is not on the current system.  If someone
wants to make a patch to make GDM work this way, I'd be happy to accept it.
