System monitor should take into account multistep CPUs when presenting usage.

It's always made me wonder why the CPU usage monitor shows my CPU at 100% when the CPU is only running at 800Mh, and not the 2.0Ghz its capable of. Wouldn't it be better to have a colored line showing how much of the CPU is enabled and then how much of that potential is being used? As an example. If my CPU is running at 800 (and is capable of 2000) then a red line could show that the CPU is currently limited to a 40% of it's potential and that it's currently using whatever percentage of that. So, if I'm using 100% of 800 then the CPU usage would be 40% of the height of the monitor (and up to the red line). As the CPU steps up and down, the red line could move up and down and the percentage of CPU usage shown. If someone limits the CPU to a particular level, then the red line would indicate this level and work as above. This would give a much more concise indication of how much of the total potential of the CPU is being used. It's not actually that clear to show 100% usage of a CPU is the CPU is only running at 40% of it's potential.
