We need a good reference manual for introspection.

More specifically, we'd need at least the following:
- GIRepository API reference
- GIR XML format description
- Typelib format specification
- tool usage (scanner, compiler, generator)

The Python API is probably not necessary as it should probably be treated as a private for now.

This looks good to me.  The TODO thing is unfortunate; ideally gtk-doc would have default fallbacks.
