This patch brings the docs for the keyboard capplet in line with the current ui. It also nukes the Keyboard Accessibility capplet from the docs, since it doesn't exist anymore.

Patched version is missing section IDs goscustdesk-10, goscustdesk-9, and goscustdesk-8.  We should put anchor elements in for these so links don't break.
