This is easy to reproduce. I've reproduced this on both Nautilus 2.24.2 on Archlinux and Nautilus 2.24.1 on Ubuntu Hardy.

Steps to Reproduce:
1. Open Nautilus and change to a directory with lots of files then change the view to "Icon View" (Need enough stuff in directory for scroll bar to appear to see the bug)
2. Open a new tab, switch to it, and change its view to "list view".
3. Go back to your original tab and the scroll bars are no longer there.

This particular bug has already been reported into our bug tracking system, but we are happy to tell you that the problem has already been fixed. It should be solved in the next software version. You may want to check for a software upgrade.
