Meta-Bug: Improve from US-GAAP to international IAS / IFRS

While Gnucash works usually fine for US-GAAP rules, there are other countries with divergent rules. As an compromise there are the rules of the International Financial Reporting Standards (IFRS) [http://en.wikipedia.org/wiki/International_Financial_Reporting_Standards] and International Accounting Standards (IAS). So, if your local rules differ from the US rules, you should file a separate bug and mark him as blocking this bug. I am quite not shure, if there should be another level between for regions like European Union or like bug 473506 for countries, but it could be a good idea.
We would need someone familiar with those rules to design charts of accounts and reports.
