While Gnucash works usually fine for US-GAAP rules, there are other countries with divergent rules. As an compromise there are the rules of the International Financial Reporting Standards (IFRS)

So, if your local rules differ from the US rules, you should file a separate bug and mark him as blocking this bug.

I am quite not shure, if there should be another level between for regions like European Union or like bug 473506 for countries, but it could be a good idea.

We would need someone familiar with those rules to design charts of accounts and reports.
