When one opens a menu in Dojo (e.g., the "Edit!" menu at http://archive.dojotoolkit.org/nightly/dojotoolkit/dijit/tests/form/test_Button.html), we first receive a focus event for the menu item and then a focus event for the menu.  This is reversed.
