Currently empathy lacks a rich input bar over the input text box. You can add some buttons for blod, italic, underlined, coloured text, emoticons, send files.
Also a bigger text box (3 lines) should be better, maybe...

Empathy doesn't support rich text at the moment

The Send File button should be a separate bug/enhancement request, as should the emoticon list/dropdown selection.

GUI controls for rich text would suggest implementing keyboard shortcut equivalents as well.
