Add a clean way to fix GtkHTML binding-set hacks

GtkHTML is doing some wild hacks to make its key bindings configurable in a "user-friendly" way. Basically what it wants to do is to have a "key-theme", like the new "gtk-key-theme" xsetting, but only for one particular custom widget. We need to look into what it is doing more closely and figure out a clean way to achieve this.

I'm assuming this bug is obsolete, since GtkHTML has been phased out in favour of WebKitGTK. But the bug is more about key bindings then GTKHTML itself, so is this bug still valid?
