Dragging windows between workspaces causes buggy "Remove activity" behaviour.
Best way to describe is to try it yourself...

Steps to reproduce:
1. in Overlay mode, add 3 workspaces so you have 4 total
2. Go to the 4th workspace and open any window
3. Go to the Overlay again, drag the window from the 4th workspace to any of the other workspaces
4. Minus sign doesn't show up

But wait, there is more...
5. Go to workspace 2 and start two windows
6. Go back to Overlay, minus is there on the 4th workspace (and that is fine)
7. Drag the two windows from 2nd to the 4th workspace
8. Oh no, our windows are there but so is the minus button
9. Click the minus button. Workspace slides off with windows on it (ouch!)
In overlay mode there is no sign of our lost windows...
Fortunatly they are still in the task list.

although this could be fixed independently, it should probably be considered a dup of bug 568983, since if we could track *all* window adds/removes, we'd automatically be able to track this particular case too.
