Text-based setup cannot set gconf keys when run from a virtual console

When "orca -t" is run from a virtual console, it cannot set gconf keys, such as the gconf key to enable accessibility. This might be a new restriction that came in with GNOME 2.24 I'm not sure what we can do about it.
This restriction only exists if the user is logged in to the desktop. If they are not logged in, then things work fine. Closing this as WONTFIX since it's just not that big of an issue.
