Permit user to create annotations in different parts of the pdf (or ps???) document.  Each annotation is defined by an 'page-number', 'annotation-type', 'annotation-comment'.  These annotations are collected in a listing which the user can choose to see in a separate pane within evince.  These comments are then saved as part of the pdf (or ps???) document (does pdf standard permit this???)

page-number...where the annotation is located
annotation-type...user defined text (eg. general, tip, warning, etc)
annotation-comment...user comment text

For printing
------------
-user can decide to print the pdf/ps document with/without the annotation listing.
-user can decide to print only annotation listing.
