I use eog, to view and print a png file.

File->Print->Page Setup
  Scale: 200%

click 'Print', and the image is printed enlarged, honoring the Scale stting.
click 'Print Preview' -> Print and the image is previewd and 
printed always at 100%

The preview should honor the scale setting too.

This seems to be working now (see also bug 550329 comment 17).

From what I can see this works okay now.
Marking this as a duplicate of the GTK bug as this seems to have been the cause.

This particular bug has already been reported into our bug tracking system, but we are happy to tell you that the problem has already been fixed. It should be solved in the next software version. You may want to check for a software upgrade.
